The UAE panel produced seventeen records with both a positive listed price and a verified total sheet count. The median came out at 1.26 AED per sheet. Then we looked at where those seventeen pages sit.
Eight of them are on channels that operate as cross-border purchase agents: desertcart listings for WOWOTEX, Ourmed Life, ForPro, Clean Skin Club and Ditoi. Drop those eight and nine records remain, with a median of 1.18 AED per sheet. Both numbers are correct. They answer different questions.
What a purchase agent does to a price
An agent buys in another market, handles the import, and sells in local currency. The price includes that service. It is not a markup on a local wholesale price, because there is no local wholesale price for that SKU. So the comparison between an agent listing and a local storefront listing is a comparison between two different supply routes, not between two retailers.
That matters most for a distributor building a price position. If your reference set is mostly agent listings, your benchmark includes an import layer you may not pay. If it is all local storefronts, you may be looking at a narrower brand set than the shelf actually carries.
The same problem in miniature
The two Ditoi records show it without any channel argument. One is 244.23 AED for 60 sheets, the other 67 AED for 50. That is not a brand pricing its line inconsistently; it is two listings with different pack sizes, different channels, and very likely different tax bases. Any per-sheet average that pools them is describing the panel, not the brand.
ForPro shows something similar in reverse: 60 AED for 50 sheets and 58 AED for 100. Doubling the pack for two dirhams less is a promotional structure, not a unit cost.
What this does not say
This is channel sensitivity, not evidence of an agent premium. Brands, sheet counts, sizes and tax bases differ across the seventeen pairs, and the sample is small. We did not verify local stock, and we did not convert currencies. Local prices stay in local currency and on their own axis, because a converted median would imply a precision the data does not have.
